Step wells rust out on every bus eventually. Here's how to tell if yours can be patched, how to choose between steel and aluminum, and what holds up to winter salt.
The step well is the rustiest part of a school bus, full stop. It sits low, it catches salt and water and grit, and fifty kids a day stand on it for ten or fifteen years. By the time a bus is twelve, the step well has usually taken more abuse than any panel on it. If you're converting and the step well is rough, do it now. Doing it later, after the build is in, is miserable.
You can patch a step well, but the shape fights you. It's a three-dimensional thing with a top return, the treads, the riser, and the floor connection, and patches tend to crack at the corners where feet land. Replace the whole thing if any of this is true:
A patch is fine when the rust is on the back, curb-side face only and the structure underneath is solid. Weld it in, grind it, prime it, paint it, and it'll give you five to ten years. A full replacement will outlast the bus.

Factory step wells are mild steel, usually 16 or 18 gauge, and that's what every panel we stock is made from. It's strong, you can weld it with basic gear, and it matches what came off the bus. It rusts, yes. So coat the back before you put it in, with POR-15 or a bedliner or a good undercoating. The factory step well got fifteen years on a little paint and wax. You can do a lot better than the factory did.
Aluminum is popular for two real reasons. It's light (aluminum is roughly a third the density of steel), and it doesn't rust. The downsides are real too:
If you're chasing weight, start with aluminum wheels, a lighter floor frame, and a lighter roof rack. The step well is one of the smallest weight savings in the whole build and one of the priciest and fussiest places to find it.

The exact steps depend on your bus, especially how the door frame attaches. If the frame is tied into the step well, free it first by unbolting or cutting it loose. From there the sequence is the same:
If the door frame has to come off and go back on and you don't have a good year of welding behind you, this is a shop job. A frame that goes back crooked means the door won't seal, water gets in, and you're right back where you started.
